Implementation

In response to the decision made by the Associate of State and Provincial Psychology (ASPPB) on October 22, 2024, which is to rescind the January 1, 2026 EPPP two-part exam mandate, the Board has stopped working on the regulatory package and is no longer implementing the EPPP two–part exam.

What is the EPPP Part 2?

The Examination of Professional Practice of Psychology (EPPP) is the United States and Canada licensure exam for psychologists. Current applicants for licensure as a psychologist in California are required to take and pass the EPPP, which is a knowledge–based exam.

The ASPPB developed a skill–based portion of the exam, known as EPPP Part 2, with the intent to allow jurisdictions to measure competency of candidates for licensure. In 2018, the ASPPB decided to allow jurisdictions to use the EPPP two–part exam optionally, and in 2022, ASPPB decided to mandate the EPPP as a two–part examination effective on January 1, 2026.

The Board continues to closely monitor the development and decision of the ASPPB relating to the EPPP. The Board has compiled past documents as well as videos of continued conversations the Board has had on this issue that are already available on the Board's website for your convenience. 2024 November Board Meeting

ASPPB was present and addressed their October 22, 2024 decision to pause the mandate to implement the EPPP two–part examination by January 1, 2026. They are moving forward instead with considering a single EPPP exam that assesses both knowledge and skills. ASPPB will be:

  • Establishing a working group of volunteers from jurisdictional members, examination committees, ASPPB Board of Directors, staff and liaison groups, to begin in January 2025. The group will focus on issues regarding the reimagined EPPP, costs, licensure portability, and access to quality mental health care.
  • Establish an ASPPB Board subcommittee that will concentrate on the timely development and progress of the reimagined EPPP.
  • Hosting quarterly townhalls, which will begin the first quarter of 2025, for members to hear updates from the working group and provide input and feedback.
  • A Job Task Analysis is underway to map out essential competencies for entering independent psychology practice, with input from the working group and ASPPB Board subcommittee.

    The Board is no longer pursuing the EPPP two–part exam January 1, 2026 implementation efforts. Proposed regulatory changes submitted for EPPP two–part exam January 1, 2026 implementation will be modified to only implement the AB 282 mandates, which allows applicants to take either the EPPP and/or the California Law and Ethics Exam early as specified.

2024 August Board Meeting

The Board provided the process, workload, and cost to develop a California practice exam as a follow–up and additional information. (Item 17)

2024 May Board Meeting

The Board reviewed and discussed proposed regulatory amendments relating to the supervised professional experience requirement for the EPPP Part 2 and draft forms to implement the two–part exam.

2024 February Board Meeting

The Board discussed the EPPP two–part exam mandatory date of January 1, 2026 per the ASPPB and presented a historical overview of the two–part EPPP. (Item 21)

2023 May Board Meeting

The Board voted to adopt the two–part EPPP. The Board also approved the proposed regulations package to implement the two–part EPPP on January 1, 2026. The Board directed staff to conduct an analysis of developing a California practice exam to be reported at the Board's August 2024 meeting for informational purposes. (Item 18)

2023 April EPPP Ad Hoc Committee Meeting

The Committee discussed the history of the EPPP two–part exam, possible approval of the EPPP Part 2 effective January 1, 2026, and proposed regulatory and statutory changes required to implement EPPP Part 2. (Item 7)

2022 November Board Meeting

Dr. Horn of ASPPB was present to answer questions related to the EPPP two–part exam regarding fees, grandfathering, necessity, etc. (Item 22)

2022 August Board Meeting

Dr. Turner of ASPPB was present to answer questions related to the EPPP two–part exam. A townhall meeting report was given regarding the concerns raised for the EPPP two–part exam. (Item 12)

2021 November Board Meeting

A historical overview of the two–part exam, correspondence between the ASPPB and the Board, and outstanding issues were identified and provided. ASPPB provided a report on the two–part exam including participating States and initial administrations. OPES provided a status report of the EPPP audit. (Item 20)

2021 October EPPP Ad Hoc Committee Meeting

A historical overview of the EPPP was presented. ASPPB reported on the two–part exam, participating States and initial data. The Office of Professional Examination Services presented a status report of the EPPP audit. (Items 5, 6, 7 & 8)

2021 August Board Meeting

EPPP two–part exam survey results were discussed. Dr. Turner of ASPPB was present to answer questions regarding EPPP two–part exam being optional vs. required. (Item 10(d))

2020 February Board Meeting

Dr. Casuga, Board Member, described taking the pilot EPPP two–part exam and the concerns with bias and lack of demographic data. Dr. Horn of ASPPB was present and described the two–part exam, how it was developed, and is a result of oral exams being retired and the two–part exam is a way to fill that void. ASPPB has practice exams available. (Item 25)

2019 February Board Meeting

The Board discussed consideration of implementation of enhanced EPPP, portability, and possible regulatory amendments needed. ASPPB was present and addressed exam validity and credibility. (Item 17)

2018 August Board Meeting

The Board extensively discussed the enhanced EPPP in light of licensure, and implementation sequencing and timeline scenarios. ASPPB was present and presented a slide show on an enhanced EPPP with sample items (Item 10). EPPP 2 Task Force recommendations were presented, and possible statutory and regulatory changes discussed. (Item 16)

The Task Force reviewed and discussed ASPPB's response to the concerns raised in the 2018 April Task Force meeting (Item 5), the various timelines and scenarios that may affect applicants for licensure (Item 6), and possible statutory and regulatory changes needed. (Item 7)
