Senate Bill (SB) 775 (Ashby) was signed by Governor Newsom on October 13, 2025, and becomes operative on January 1, 2026. This bill serves as the Sunset Bill for both the Board of Behavioral Sciences and the Board of Psychology, extending each Board’s statutory authorization to January 1, 2030.
Summary of Changes
SB 775 expands the Board authority to require additional remedial measures as a condition of probation or suspension. Previously, this provision applied only to licensees. Under the revised statute, the Board may now also require registrants—such as registered psychological associates, psychological testing technicians, or research psychoanalysts—who are placed on probation or whose registration is suspended to complete additional continuing professional development, pass an examination under Section 2941, or both. This aligns remedial requirements across both license holders and registrants to support public protection and competency enforcement.
Implementation
Effective January 1, 2026, registrants who are placed on probation or whose registration is suspended may be required to complete additional continuing professional development and may also be required to retake and pass an examination, such as the California Psychology Law and Ethics Examination (CPLEE) or Examination for Professional Practice in Psychology (EPPP).
