Attention Board of Psychology (Board) stakeholders:

Senate Bill (SB) 775 (Ashby) was signed by Governor Newsom on October 13, 2025, and becomes operative on January 1, 2026. This bill serves as the Sunset Bill for both the Board of Behavioral Sciences and the Board of Psychology, extending each Board’s statutory authorization to January 1, 2030.

Summary of Changes

SB 775 updates the statute by replacing the prior phrase “may not renew, restore, or reinstate” with a clearer statement that a psychologist’s license becomes void after three years if it is not renewed. The update simplifies eligibility and fee language to reflect that a person with a voided license must apply as a new applicant if they wish to become licensed again. The bill also eliminates the Board’s authority to waive fees for reexamination and updates the language to be gender neutral.

Implementation

Effective January 1, 2026, a psychologist’s license that is not renewed within three years from its expiration date will automatically become void, with no option for restoration or reinstatement. Individuals whose licenses become void will be required to apply as new applicants and must meet all current licensure requirements in place at the time of their new application, including education, supervised experience, examinations, and payment of all applicable fees.
