Attention Board of Psychology (Board) stakeholders:

Senate Bill (SB) 775 (Ashby) was signed by Governor Newsom on October 13, 2025, and becomes operative on January 1, 2026. This bill serves as the Sunset Bill for both the Board of Behavioral Sciences and the Board of Psychology, extending each Board’s statutory authorization to January 1, 2030.

Summary of Changes

SB 775 expands the educational pathways eligible for registration as a psychological testing technician. Under the updated statute:

  • Psychology degrees are broadened to explicitly include any field of specialization.
  • Educational qualifications are further expanded to newly added disciplines: Neuroscience, Cognitive Science, or Behavioral Science, each inclusive of any specialization within those areas.
  • The Board is granted final authority to determine whether a degree or degree program meets the qualifying criteria.
  • All other requirements related to education, training, observation, supervision, and fingerprinting remain unchanged.

Implementation

Effective January 1, 2026, applicants for registration as a psychological testing technician may meet the educational requirement with:

  • A bachelor’s degree, graduate degree, or current enrollment in a graduate program in one of the following areas:
    • Psychology (including any specialization)
    • Neuroscience, Cognitive Science, or Behavioral Science (including any specialization)
    • Education, as specified (existing option)
